                                                            GAMES ROOM AND DECORUM

The MGAC center and its games room is for the use of the MGAC members. During a given period there may be regularly scheduled events and/or leagues.(for example, pool, darts, crib, euchre) or special events resulting in the use of the Games room such as Bazaar’s and Yard Sales.

From time to time non members may be included.

PHILOSOPHY

The activities organized in the MGAC facility are for the benefit of all members and

those who wish to participate in these activities should be encouraged to do so.

 

GAMES DIRECTOR

The responsibility for the games room falls under the Director of Membership

Services. The Director of Membership Services can allocate that responsibility to

a games room convener. This director will provide access to the facility for

participants when necessary.

KEYS, other than the Director of Membership Services or games convener may

Be provided by the President at the discretion of the MGAC Board.

DECISIONS

Policy decisions will be developed by the MGAC Director of Membership

Services and brought to the MGAC board which will be responsible for a final

decision.

Input from participants will be important to produce good decisions.

SPECIFIC GAME RULES

Any specific rules with respect to inclusion of participants, format of tournaments

and/or leagues and the use of equipment will be the responsibility of the Director

Of Membership Services, or games room convener and the committee of the

regular participants of the game being considered.

Final approval of these rules is the responsibility of the MGAC Board.

FAIR PLAY AND DECORUM

All MGAC members who enter the facility to participate in any of the games will be treated with respect and given the opportunity to participate without concern for harassment, foul language or pettiness. Members should not hog the pool tables, dart boards or any other equipment without ensuring that all present have a fair opportunity to participate.

 

                                                                   CHARITABLE DONATIONS

Introduction:

As the Golden Age Center is involved in limited gaming activities (bingo), it is

legislated that from time to time some of the proceeds be redistributed to

charitable organizations.

 

The following conditions apply:

1. All requests for funding shall be in writing and receipts shall be issued to

the club and filed with the treasurer.

2. All requests for funding shall be approved by vote by the board and/or the

membership.

3. The limited for donations to any organization for any given request shall be

no larger than $250.00.

4. The board and membership reserve the right to refuse requests for

donations which do not fit into their mandate for support.

                                                                   MGAC FACILITY USE

The booking will be arranged only with Director of Member Service.

MEMBERS

Members will have preferential treatment with respect to the use of the MGAC

facilities.

MGAC members may book the hall for family events : (parties, funeral receptions,

reunions, etc.)

NON-PROFIT& FOR PROFIT

It is possible from time to time that non-profit or for –profit organizations or

individuals may approach the MGAC to use the MGAC facility. All decisions with

respect to this use of the MGAC facilities are the responsibility of the MGAC

Board and shall be decided at an executive or board meeting.

PROPOSAL & CONTRACT

A written proposal must be submitted to the MGAC Board outlining the event and

MGAC assets to be used by Members, Non-Profit and For Profit.

A contract will be signed by an individual with the authority to represent the

Organization or individual(s) requesting use of the MGAC facilities/assets.

CONDITIONS:

1. All decisions with respect to use of the MGAC facility are the responsibility

of the MGAC Board and shall be decided at a board meeting once the written

proposal has been submitted.

2. MGAC activities take precedence over other activities.

3. The facility shall be left in the original configuration and condition as it was

immediately prior to the event. (i.e. tables and chairs, clean up, garbage

removal, etc.)

4. The cost of replacing and or repairing any damage to the facility or assets

is the responsibility of the organization/group or individual(s) using the facility

5. The organization, group, individual(s) are responsible for providing their

own supplies unless prior arrangements are made with the MGAC and the

request is part of the written proposal.

 

6. The “For Profit” will:

(I ) be of benefit to MGAC members

(II) be of benefit to citizens of MANITOUWADGE

(III ) not compete significantly with local business

 

This policy does not apply to the GMAC groups who use the assets for an event to which all of its members are entitled to attend, such as Pot Luck,

Heritage Dinners, other special meals and events like Cribbage, Darts, Pool,Yard Sales, etc.

                                                         FINANCE AND PURCHASING

Objectives:

The objectives of this policy are:

1. Maintain control of the Budget.

The Treasurer’s responsibility is to plan a yearly Budget and submit it to the Board for approval.

The Treasurer will supervise expenditures and pay accounts in a timely manner.

 

The Treasurer will prepare a monthly financial statement, for both the General and Lottery accounts, to be presented to the Board.

The Treasurer will inform the Board of all bills paid during the previous Month.

2. The MGAC will request a discount from each business it supports.

3. Letters will be sent, to each business in the community, listing the names of individuals who can purchase on behalf of the MGAC at their establishment.

4. Purchases over $100.00 must be approved by either the President or the Treasurer.

5. Purchases in excess of $300.00 must be approved by the Board.

6. The amounts mentioned in (4) & (5) can be changed from time to time by a vote of the Board.

                                                           MONEY RAISED AND USED

All monies raised during functions occurring at the MGAC either sponsored by the MGAC or raised by members of the MGAC will be handed over to the MGAC

Treasurer and deposited into one of the following accounts, Operating Account, Lottery Account or another account that may be set up in the future, associated with the funds. (e.g. A building account)

It is possible from time to time that a function will occur at the MGAC, for which The Executive has given permission. These funds will not be handed over to the Treasurer of the MGAC such as:

                         (I) Senior Games Yard Sale

                        (ii) “For Profit Event”

                       (iii) Other “Non-Profit” organizations

There will be no fees charged to members to participate in activities, however, the MGAC will have boxes in various locations throughout the Center where members and others can donate funds for the use of the facility and its assets.  These donations are independent of those donations made by individuals and groups who use the facility and assets for special functions and events.

For example: A box has been set up by the coffee pot. Another has been placed on the wall in the games room.

The MGAC will have its books audited at the end of each fiscal year.

 

                                                              SIGN IN LOG

A sign in log will be placed on a table at the entrance to the hall.

The MGAC receives funding from the Ministry of Health Long-Term Care. A significant portion of that funding is based on the number of members and usage of the facility by those members and the programs offered.  Therefore it is vital that all members and visitors be encouraged to sign into the club whenever a member enters the facility independent of whether it is an

MGAC event or a MGAC approved event.

For Example

(I) If you come for a Senior Games Yard Sale, sign in.

(II) If you come to play cards, sign in.

(III) If you come for a social gathering, sign in.

(IV) Sign in at the Pot Luck

(V) If you come to play Bingo, sign in.

The Log Book will be the responsibility of the President

                                                                   EVENT ATTENDANCE

All citizens are encouraged to frequent public events held at the MGAC.

Some examples of such events are:

Bake Sales, Auctions, Presentations, Publically Advertised Meals, etc.

For MGAC members events, such as potluck dinners, heritage meals, tournaments, etc. only members are invited.

Exceptions can be made to the member’s only condition for visiting family guests,children, grandchildren and other special circumstances as long as the guests are accompanied by a MGAC member.

                                                                    MGAC KEY POLICY

All Keys remain the property of the MGAC. Keys will be made available to:

(I) All Board members.

(II) To members identified by the Board as requiring a key.

The President of the MGAC will have the responsibility of maintaining a record of all individuals who have a key.

 

A key will not be given to an individual who is not a member of the MGAC; except for special events under the responsibility of the (“For Profit” or “Non-Profit”) organizations who may receive permission from the Board to use the facility, and MGAC assets.

The key referred to immediately above can be loaned either by the Director of Members Services or the President. One of these Board members will be responsible to obtain the key after the event.

All keys will be collected from members of the Board upon their resignation and or termination from the Board. This will be the responsibility of the president or if the President is the member resigning then the Vice-President will assume this responsibility.

Upon Resignation and or termination the President will hand over to the Board the record and or list of key holders he/she has compiled.

Failure to comply with this policy may result in the loss of the director’s key.

                                                             ADVERTISING

A bulletin board and/or space will be organized by the MGAC for its members toadvertise various personal thinks such as an event or an item for sale. Each advertisement must have the permission of the MGAC President.

Non members, businesses and other organizations may advertise in the spacebut each request must be decided at either a MGAC board or executive meeting.

All advertisements must be dated, and then removed no later than a month after approval has been given.

 

                                                                            MEMBERSHIP

All members of the Manitouwadge Golden Age Center (MGAC) as of the November 3, 2011 Annual General Meeting will be deemed members of the MGAC until they notify the MGAC that they do not wish to be a member or move out of town.

To become a new member of the Manitouwadge Golden Age Center the following Criteria apply:

The applicant:

              (1)Must be 50 years of age or older

              (2)Must be a resident of Manitouwadge ON (i.e. have an address in Manitouwadge

              (3)Must apply and fill out an application

              (4)Be given a membership card

The applicant will receive a signed membership card. The card will be permanent until or if an MGAC board in the future institutes a membership fee.

                                                                          PETITION

Petitions presented to the MGAC board of directors will be accepted at the meeting they are presented. The petition may be acted upon no sooner than the next board meeting.

For a petition to be accepted the following conditions must be met:

(I) The purpose of the petition must be clearly articulated and must not be worded in a derogatory manner.

(II) The petition must be presented by a MGAC member who will act as the spokesperson for the group who has submitted the petition.

(III) The signatures must be located near the printed name of the signer and be legible.

(IV) If a signature appears more than one it will not be accepted.

(V) Those who sign the petition must be MGAC members.

        (e.g. have a membership card)

(VI) The petition must be signed by at least 10% of the membership.

(VII) The original copy of the petition must be submitted to the MGAC Board

                                                                        E-MAIL VOTING

At some times during the year it may be necessary that the MGAC board be asked to vote on certain issues by e-mail. This will be allowed but the vote must then be ratified at the next MGAC board meeting. Any board member that does not have and e-mail address must be contacted in another way to allow him or her to participate in the vote.

E-mail voting is only to be used where necessary and not as an easy convenient way to get the business done and to avoid a board meeting. E-mail voting will not be used for the election of board members.

The e-mail voting process will be managed by the President and the Secretary.

                                                                 SURPLUS EQUIPMENT SALES

Any surplus items that the MGAC wishes to dispose of (sell or give away) must go through the following process.(examples: chairs, computers, appliances, tables etc.)

(I) The items must be advertised to the public.

(II) The MGAC board of directors will establish a price for the item(s) to be sold.

(III) Requests must be submitted in writing by a deadline established by the

MGAC Board.

(IV) Any or all requests/offers may not be considered.

(V) The MGAC Board will decide who the items will be given to or sold to.

                                                                                 PHONE

Anyone using the MGAC phone for personal reasons must keep the call short. (e.g. 10 minutes maximum) They should also not be using the MGAC phone for personal long distance calls.

                                                                                DOOR

The MGAC has experienced occasions when the MGAC building doors have been left unlocked. This could have serious consequences.

The last person(s) to leave the Center must insure that all doors are locked and can not be opened from the outside.

The person (usually a board member) who provides the access

(e.g. Unlocks the center) will return after the event to insure that the Center is locked.
